Timothy S. Conley

A 44-year-old Milwaukee man facing his 10th OWI charge remains in the Racine County Jail on a $25,000 cash bond.

Court Commissioner John Bjelajac set the high bail for Timothy S. Conley Thursday during Conley’s initial appearance.

Conley was taken into custody by Racine County Sheriff’s deputies after he was pulled over at about 12:30 p.m. Wednesday. Dispatch received a report of a driver swerving in his own lane, crossing lane lines and traveling at changes rates of speed. It took 1-1/4 miles for the driver – later identified as Conley – to pull over, according to a press release from the RCSD.

A legal blood draw conducted after Conley reportedly failed field sobriety tests came back with a .303 reading, nearly four times the legal limit.

Sheriff Chris Schmaling told WTMJ 4 News that Conley should have been in jail instead of out on the road.

“I think the system failed us,” Schmaling is quoted as saying. “Anyone who is allowed to continue driving like this should be in prison.”

According to information returned to deputies, Conley has OWI convictions in 1991 (Indiana); 1993 (2 – Wisconsin and Indiana); 1996 (Indiana); 2003 (Wisconsin); 2006 (Indiana); 2007 (Wisconsin); 2009 (Wisconsin); and 2012 (Indiana).
