Racine police say a 29-year-old woman is facing charges after she filed a false report saying a woman she lived with moved out and took her baby.

Hiawatha Foggs was charged Wednesday in Racine County Circuit Court with one misdemeanor count each of obstruction and carrying a concealed weapon. If convicted, she faces up to 18 months in jail and/or up to $20,000 in fines.

According to the criminal complaint, officers were called to┬áthe front counter of the Racine Police Department at 5:31 p.m. Tuesday for a welfare check. A woman – later identified as Foggs – was there to make a report, saying a woman with whom she was living had moved out of their shared apartment and taken Foggs’ newborn baby with her.

Police say Foggs and a man who claimed to be the baby’s father said that Foggs had recently moved in with two women but they didn’t know their last names. The man had a photograph of him holding a baby that he showed to officers to corroborate his story. After Foggs gave birth on Sept. 19, she said the women agreed one of them would have to leave for a while so on Monday Foggs left the apartment without the baby for approximately 12 hours.

When Foggs returned to the apartment, she said one of the women had moved out and taken the baby with her, the complaint reads. When another 12 hours passed without any sign the baby was being returned, Foggs traveled to the police department to make a report.

Officers say Foggs provided a phone number to police she said belonged to the woman who took her child, but when police called, an older man answered and said he’d never heard of any of the individuals in question. The defendant also told police she delivered at Froedtert Hospital because of complications after first being admitted to Wheaton Franciscan St. Mary’s.

When investigators looked into the matter, they discovered the woman who moved out of the apartment was really the baby’s mother and Foggs’ story was made up, the complaint reads. Foggs was taken into custody and police say they found a knife tucked into her bra.

Foggs remained in the Racine County Jail as of Wednesday night on a $150 cash bond. She will next be in court for a status conference on Nov. 24.
