After a homeless man urinated in a park and exposed himself to children, a number of parents prevented him from leaving, according to a criminal complaint by the Racine County District Attorney’s Office.
Charles Brooks, 60, a homeless man, was charged for lewd and lascivious behavior, and disorderly conduct. During an initial hearing held Wednesday, April 15, Brooks plead not-guilty to the charges. If convicted, Brooks faces up to five year in prison and/or fined up to $11,000.
According to the criminal complaint, Brooks had been drinking when he exposed his genitals while he was talking with children at Hamilton Park, 1732 Mead St., at 7:15 p.m. Tuesday, April 14.
Several children told their parents that they saw Brooks urinating on the grass between the bathroom and the playground, and start masturbating.
After the children told their parents about what had happened, several parents kept him from leaving the area until police arrived. One of the parents told police that Brooks was trying to give her child a juice bottle, which the child took but didn’t drink from. Another witness told police Brooks also tried to give the child popcorn.
The parent asked Brooks what he was doing and he told her that he was asking the child to help him off the ground. Brooks’ pants were unzipped with his boxers exposed.
His blood-alcohol level was .391.
Racine County Court Commissioner Alice Rudebusch set Brooks’ cash bond for $500. A pre-trial conference was set for 3:15 p.m. May 14.
