Racine County Sheriff’s deputies say a man and a woman are facing felony drug charges after they were pulled over on I-94, and officers found quantities of meth and drug paraphernalia.
Jesse Cerar, 28, and Lillian Vogt, 28, both of Racine, were charged in Racine County Circuit Court Monday. 
Cerar is facing one felony charge of possession of methamphetamine and could face up to 3-1/2 years in prison and/or up to $10,000 in fines if convicted. Vogt was charged with one felony count of possession of methamphetamine and one misdemeanor count of possession of drug paraphernalia. If she is convicted, she faces up to 3-3/4 years in prison and/or up to $10,500 in fines.
According to their criminal complaints, deputies pulled the couple over around 11 p.m. Saturday on I-94 for an unnamed traffic offense and spotted brightly colored Frisbee golf discs in the back seat and hemp-like bracelets on Vogt’s wrist. Cerar was slurring his words and believed to be under the influence of something.
Deputies say both Vogt and Cerar were acting nervous and believed to be hiding illegal drugs so an RCSD K9 
participated in an open-air sniff of the vehicle. The dog alerted on the passenger door, but both Cerar and Vogt admitted to having a marijuana pipe in the center console but denied having any drugs in the car.
A search of the car turned up the marijuana pipe, the complaint reads. Cerar was searched, and deputies found a small quantity of methamphetamine rolled up in a $20 bill in his pocket. Vogt had a similar amount in her purse.
Both Cerar and Vogt remain in the Racine County Jail on $200 and $100 cash bonds, respectively, and are ordered to not have any contact with the other and to submit to random drug tests.. Vogt also signed a $500 signature bond.
Cerar and Vogt will next be in court September 9 for their preliminary hearing.
