Racine police say a 24-year-old woman stole a car, stole a variety of items from a local store, hit a person in a parking lot before colliding later with a parked car that blew out a tire, and drove drunk to McDonald’s with her small child.
Latara Miller, of Racine, was charged Friday in Racine County Circuit with one felony each of hit-and-run 
causing injury, second degree recklessly endangering safety and operating a vehicle without the owner’s consent. She was also charged with one misdemeanor count each of theft and obstruction. If convicted, she faces up to 19 years, three months in prison and/or up to $65,000 in fines
According to the criminal complaint, police were called at 10:42 p.m. Thursday with a woman who said Miller took her vehicle – a 2002 red Kia – at 9 a.m. that morning without permission. The woman told officers she got hold of Miller at 3 p.m. and said if Miller did not return her car, she would call the police.
Police say at 7:40 p.m., Miller was inside the Family Dollar on Rapids Drive and was seen putting baby items like pacifiers, soap and toddler clothes inside a pink diaper bag. An employee chased Miller out of the store and saw the defendant get into a car. When Miller was pulling away, the store employee saw her strike a pedestrian who was thrown into the air but appeared to have only minor injuries.
A couple of hours later, police were called to the 1700 block of Carlisle because a woman observed the red Kia behind her with two occupants, the complaint reads. The woman heard a collision and noticed the car was no longer behind her, but then she saw the car continue north on Carlisle with a blown-out front passenger tire so it was riding on the rim.
Officers say a purple Ford Taurus on Carlisle suffered some rear end damage. The owner of the car said they’d been asleep when the sound of the collision woke them up. While police were speaking with this person, calls came in from a McDonald’s on Douglas that there was an intoxicated driver with a child in the front seat without a safety seat. The car looked beat up and was riding on a rim.
When police arrived at McDonald’s, they say Miller appeared intoxicated and failed field sobriety tests. Her blood alcohol registered .06, and she got increasingly agitated during transport to Racine County Jail. Miller repeatedly told officers to “not (expletive) touch me,” tried to pull away and attempted to kick jail staff. She finally had to be neutralized on the floor.
Miller remains in the Racine County Jail on a $5,000 cash bond and ordered to not possess or consume any alcohol. She will also have to submit urine tests randomly and after each court date. Miller will next be in court Sept. 16 for her preliminary hearing.
