After Richard Burge served time in jail on charges that he exposed a child to harmful materials, he was ordered to register as a sex offender for 15 years. When he failed to supply a valid address after saying he moved to Missouri, a $10,000 warrant was issued for his arrest.
Burge, 28, was arrested and charged in 2011 with one felony count of exposing a child to harmful materials 
and one misdemeanor count of disorderly conduct. After pleading no contest in 2012, he was sentenced to 39 months in prison; 15 behind bars and 24 on extended supervision. Burge was ordered to register as a sex offender for 15 years, not to have any contact with anyone under the age of 18 and to not take picture of or possess any photos of anyone under the age of 18.
Upon his release from prison, Burge supplied the state Department of Corrections with an address in Lake Geneva followed by a move, according to the criminal complaint filed Nov. 17, to an invalid address in Ladue, MO.
“It was subsequently determined that this is a false address,” the complaint reads. Burge would also have been required to register in Missouri as a sex offender but did not so he is considered non-compliant there as well.
Failing to register as a sex offender is a felony punishable by six years in prison and/or up to $10,000 in fines.
Burge was in custody Tuesday and gave a Delavan address to the court at which Racine County Court Commissioner Alice Rudebusch ordered Burge to live when or if he posts the $400 cash bond he was assigned.
He will next be in court Dec. 9 for a preliminary hearing.
