After failing to notify police twice that he was living in Caledonia, a sex offender and the woman he was living with have been issued municipal citations for violating the village’s registered sex offender ordinance.

Donald Knebel, 60, moved into a residence in the 2700 block of 6 Mile Road. Caledonia Police notified the woman and Knebel that he was in violation of the village’s registered sex offender ordinance in mid-April. Police told the homeowner that Knebel was convicted of two counts of possession of child pornography in Winnebago County in 2002 and he couldn’t live in Caledonia.

The village’s registered sex offender ordinance has an original domicile restriction, which means that since Knebel offended in Winnebago County he isn’t allowed to live in Caledonia.

In April no citations were issued, but investigators learned Wednesday that Knebel had returned to the home in July. For the second time, he also did not notify the Caledonia Police Department 28 days beforehand that he had established Caledonia as his permanent residence.

Officers with the Caledonia Police Department issued Knebel and the homeowner, a 60-year-old woman, four citations each for violating the ordinance. Each citation carries a fine of $457.90. The two will continue to receive the citations until Knebel no longer lives in Caledonia.
