Brother and sister burglarized home, keyed woman’s car, DA says

A brother and sister each face three criminal charges, including one for felony burglary, after an incident in June.

The two were apprehended while officers with the Racine Police Department were investigating an unrelated shooting that took place Tuesday night near 12th Street and Lockwood Avenue.

Kirk Duncan Jr., 27, and Kamille A. Duncan, 26, were charged Wednesday in Racine County Circuit Court with felony burglary and misdemeanor counts of disorderly conduct and criminal damage to property. Kamille Duncan also is charged with a misdemeanor count of battery.

The burglary charge carries a fine of $25,000 and 12 years, six months in prison, while the battery and criminal damage to property charges each carry a fine of $10,000 and nine months in county jail. The disorderly conduct charge carries a fine of $1,000 and 90 days in county jail.

Kamille made her first court appearance Wednesday and is due back in court Aug. 30 for an 8:30 a.m. criminal complaint. Court records indicate that Kirk Duncan failed to appear for his court appearance. An arrest warrant was filed Wednesday.

In a separate complaint also filed Wednesday, Kamille is charged with felony possession of marijuana, which carries a fine of $10,000 and three years, six months in prison.

According to the criminal complaint against the Duncans:
The Racine Police were dispatched to a city residence June 18 for a burglary complaint. A man told an officer at 4:30 a.m. that he had been awoken by his downstairs door being kicked open, and when he got to his kitchen, he saw Kamille, his brother’s ex-girlfriend, and her brother standing in a doorway.

The man heard Kirk say, “What are we gonna do sis?,” and she replied, “Make them bleed.”

At that point, Kamille pushed past him and pushed his head into a door frame, which caused a knot on his forehead that the officer observed.

When the man attempted to call the police Kamille attempted to take items out of a bedroom. Then the two defendants left the residence. Once outside, the man said he saw Kamille key his wife’s vehicle and kick the left license plate lamp. The officer observed damage to the vehicle.

According to the second complaint against Kamille Duncan:

A Racine officer Tuesday heard six gunshots from the area of 12th Street and Lockwood Avenue.

When he responded, he observed a vehicle without its headlights on and initiated a traffic stop. As he made contact with the occupants, he smelled a fresh odor of marijuana.
Kamille was a back seat passenger and told the officer she had a bag of weed in her bra. Three clear plastic baggies were seized that contained 13.9 grams of marijuana.

A preliminary hearing was set for Kamille at 8:30 a.m. Aug. 30 in front of Racine County Court Commissioner Alice Rudebusch.
