A pre-dawn Sunday 911 call to the Racine County Communications Center requesting police and rescue assistance for a suicidal, intoxicated 19 year old.

Upon arrival at a residence in Norway, Racine County Sheriff’s deputies found the male, who had cut his own wrist with a knife and was bleeding badly. They initiated first aid care. The male was going in and out of consciousness and still bleeding badly, according to a report. The deputies applied a tourniquet to the patient to help control the bleeding until rescue personnel could arrive on scene.

Once rescue personnel arrived, the teen was transported to a local hospital for additional treatment and evaluation. The Sheriff’s Office has trained all of its deputies in the use of tactical tourniquets and has issued the device to all deputies who carry them while on duty, noted Racine County Sheriff Christopher Schmaling.
