A traffic stop in Racine on Oct. 19 led to a number of criminal charges being filed Monday in Racine County Circuit Court against a 33-year-old Racine man.

Kevin B. Hatley is charged with felony counts of possession of a firearm by an out-state felon, possession of a controlled substance, possession of cocaine and possession of marijuana. In total, those counts carry a total fine of $55,000 and 20 years, six months in prison.

Hatley also is charged with misdemeanor counts of carrying a concealed weapon, bail jumping and operating a vehicle without a license, which carry a total fine of $20,300 and one year, seven months in county jail.

According to the criminal complaint: A Racine police officer stopped Hatley’s vehicle for operating it without a valid license plate. As the officer made contact, he detected a strong odor of marijuana and observed a bag of pills in plain view on the vehicle’s floorboard.
Below the center console, police found a bag that contained 25.4 grams of marijuana.

An infant child was in the back seat, and in a backpack next to the child, police found four individually wrapped white rock substances that tested positive for 5.9 grams of cocaine. Underneath diapers in the backpack, police found a handgun loaded with 10 live rounds and one active round in the chamber.

Court records indicate that Hatley was convicted in Illinois in 2011 of felony drug possession and in 2005 of felony possession of dangerous drugs, which would prohibit him from possessing a gun.

He was also free on bond in a misdemeanor battery case in Racine County, which led to the bail-jumping charge.

Hatley is due back in court Oct. 31 for an 8:30 a.m. preliminary hearing.
