Two felony bail-jumping charges have been filed against a 67-year-old Waterford man who already faces life in prison for an alleged sexual assault of a child and 16 felony counts of possession of child pornography.

The new charges filed Monday in Racine County Circuit Court against Gregory P. Frank stem from his alleged failure to comply with conditions of his bond in the two previous cases. He is due back in court Thursday for a preliminary hearing at 8:30 a.m.

According to the criminal complaint:

Police learned April 4 that Frank, who was free on a $25,000 cash bond, had purchased four cell phones and a Dell tablet from a Sam’s Club in Franklin. As a condition of his bond, Frank was prohibited from possessing any cell phones or computers that had internet or social media capabilities.

Another condition was that Frank was under house arrest.

During the investigation of the child pornography charges, police found photos of a 9-year-old girl, who Frank allegedly assaulted about 10 times from 2012 to 2016.

The girl told investigators that Frank touched her under her shirt and bra, and then fondled her genitals.

“The abuse stopped for a period of time, but (she) stated that the last touching occurred when she was in the eighth-grade,” the
complaint states. “She stated this terrified her because she did not want the abuse to start again and has an anger issue as a result of the touching.”

Frank faces 10 felony charges in that case.

In the original case against the defendant, investigators with the Racine County Internet Crimes Against Children Task Force and the Racine County Sheriff’s Department executed a search warrant Feb. 21. Investigators seized DVDs, thumb drives, SD cards, laptop and desktop computers, cell phones, digital cameras, tablets and a VHS video tape.

Hundreds of images of child pornography were located on two laptop computers and a tablet that depicted children from toddler through age 18, the complaint states. Investigators estimated that more than 500 images of probable child pornography were located between the three devices.

If convicted of all the charges in that case, Frank faces a total of 448 years in prison and fines of more than $1.6 million.
