Whether or not Sturtevant’s vision for redeveloped and transformed Highway 11 corridor comes to fruition hinges in part on the village purchasing three parcels in the 8400 block of Durand Avenue.
The land was part of the defunct Cobble Court development that fell through in large part because of the 2008 recession. Racine County foreclosed on the properties last fall, and Sturtevant put in an offer to purchase last month that has expired and has not been reviewed by the county board.
The offer has thus far gone unanswered despite officials telling Sturtevant they would have an answer by April 28 or 29. Calls to County Executive Jonathan Delagrave have thus far gone unreturned.
The Community Development Authority did not take formal action Wednesday to move forward with a blighted property designation because there is a statutorily required 15-day public input period. During these two weeks, residents can submit their thoughts and opinions about the move, and the CDA will then take all information to consider a formal vote on whether or not to approve labeling the land as blighted property.
Doing so could aid Sturtevant’s efforts to take possession of the land and fold it into the village’s plan to designate the Highway 11 corridor a tax incremental financing district. This new TIF would target the development and redevelopment one of the primary gateways to Eastern Racine County.
The county’s corporate counsel attended the meeting and asked the village to hold off on any action in order for the parties to sit down – including an unnamed “large corporation” – and hammer out some kind of agreement tied perhaps to Sturtevant’s yard waste recycling center, but Village President Steve Jansen was having none of it.
“We are moving forward because these parcels are too important for the redevelopment and transformation of the Highway 11 corridor,” he said. “We have to do this for the betterment of our village because there’s been too much mistrust and manipulation, and we are done with it.”
