Information about possible crack cocaine sales at a city residence led Racine police this week to arrest a 45-year-old Racine woman, who was charged with three criminal counts Thursday in Racine County Circuit Court.
Carlotta M. Heilgeist is charged with felony counts of possession with intent to deliver cocaine, maintaining a drug-trafficking place and a misdemeanor count of possession of drug paraphernalia.
The felonies carry a total fine of $35,000 and 16 years in prison, while the misdemeanor carries a fine of $500 and 30 days in county jail.
According to the criminal complaint:
During August and September, police conducted an investigation of Heilgeist selling controlled substances from 614 6th St., Apt. 1. During that time, an investigator observed her making short-term, hand-to-hand exchanges with individuals in the area or in vehicles.
In addition, police also received multiple Crime Stoppers tips that stated drug activity was happening at the residence.
During surveillance of the defendant Oct. 3, police observed Heilgeist in front of the residence, walk out of sight, re-enter the apartment and then walk eastbound with cash in her possession. When police made contact with the defendant, she was clutching a clear, knotted baggie with a substance that later tested positive for 1.2 grams of crack cocaine, along with a clear glass crack pipe.
Heilgeist was uncooperative and began yelling obscenities at the police. When the door to the apartment was opened, an individual retreated into the residence. Inside, police observed several crack pipes, baggie corners, and other drug paraphernalia in plain view.
Police located 20 used crack pipes, chore boys filters, push rods and straws for snorting cocaine.
Heilgeist, who made her initial court appearance Thursday, is due back for a preliminary hearing Oct. 10 at 9 a.m.
