RACINE — Jim Sullivan has been appointed as the next Racine City Administrator, pending approval by the Common Council during its Tuesday, June 4 meeting. Sullivan, who brings more than two decades of public service experience as an alderman, state senator, and department director, was selected after an extensive recruitment and interview.

His appointment follows the retirement of City Administrator Paul Vornholt, who has served since spring 2021. Racine Mayor Cory Mason expressed gratitude for Vornholt’s service and optimism about Sullivan’s future contributions.
“We thank Paul for his dedicated service to the City of Racine and are excited to welcome Jim,” Mason said. “He brings extensive experience both as an elected official and government administrator. His skills will help all city departments continue to improve services that make Racine a great place for people to live, businesses to grow, and visitors to experience.”
Background and achievements
Most recently, he served as director of Milwaukee County Child Support Services, where he improved child support performance metrics and supported families in lifting themselves out of poverty. Before his work with Milwaukee County, Sullivan was a Wisconsin state senator representing areas of Milwaukee and Waukesha counties and an alderman in the City of Wauwatosa.
He is also a practicing attorney who has worked in law firms in Milwaukee and Wauwatosa. He has served as a member of the U.S. Navy Reserve, assisting a Judge Advocate General (JAG).

As city administrator, he will coordinate and supervise the city’s daily operations, prepare annual budgets, and implement city policies.
