RACINE COUNTY — A report of family trouble at a Caledonia residence earlier this month led to the arrest of a 36-year-old Mount Pleasant man – who now faces 17 total criminal charges.

Joseph Wallin is charged with 14 felonies, including 12 for bail jumping, along with felony counts of resisting an officer/causing a soft tissue injury and possession of THC.

The felony charges carry a maximum possible prison term of 81 years, six months and a total fine of $140,000. Wallin also is charged with misdemeanor counts of possession of a controlled substance, knowingly violating a restraining order and disorderly conduct.

Wallin remains in custody in the Racine County Jail on a $5,000 cash bond.

The criminal complaint: Restraining order violation, resisting an officer and more

Police were dispatched to a residence in the 400 block of 3 Mile Road at 8:52 p.m. on May 9 for a complaint of a “white man with a shaved head” outside of the residence building yelling at a child and running through the parking lot.

Dispatch further advised the suspect, later identified as Wallin, was “banging on a vehicle and becoming violent,” according to the child’s mother.

The caller told dispatch she had driven away from the scene. She stated Wallin was hurting their child and “holding her upside down while screaming at the child” and he was “now walking outside with a garbage bag and his daughter, heading in the direction of 3 Mile Road.”

Police found the child and Wallin at a bus stop shelter south of 3 Mile Road and Ruby Avenue. Wallin was arrested for violating a restraining order, but when officers attempted to take him into custody, he allegedly resisted, according to the criminal complaint.

Wallin continued to resist and was finally taken to the ground by one of the officers, who injured his left ankle in the process and was later taken to an area hospital for treatment.

Police searched the garbage bag and found what later tested positive for 18 grams of marijuana/THC, along with six pills that later were identified as Vyvanse, the complaint states.

Wallin, who registered a blood alcohol content of 0.06, admitted in an interview at the jail that he violated the restraining order.

Criminal court records show Wallin faces charges in two pending cases in Racine County. In one, he’s charged with his fourth drunken driving offense and seven counts of felony bail jumping. In the other, Wallin faces two felony counts of bail jumping and two misdemeanors.

Wallin was released from custody in both cases, and as a condition of his bond, was ordered not to commit any new crimes, which led to the 12 new bail-jumping counts in the current case.

Wallin is due back in Racine County Circuit Court on Wednesday, for an 8:30 a.m. preliminary hearing.
