MOUNT PLEASANT — A report of a reckless driver traveling in the village of Mount Pleasant early in March led to the arrest of a 21-year-old Kenosha man, who now faces a felony drug-related charge.

Chase Pissard remains in custody in the Racine County Jail on an amended cash bond of $1,500. Pissard is charged with a felony count of possession with intent to deliver fentanyl, which carries a maximum possible prison term of 15 years and a $50,000 fine.

The criminal complaint: Felony drug charges filed after traffic stop

An officer with the village of Mount Pleasant Police Department was dispatched on March 2 to the area of Highway 31 and Braun Road for a report of a reckless driver. Dispatch advised that a small blue Toyota sedan was “swerving all over.”

The officer eventually found the vehicle, and while he was behind the defendant, observed Pissard’s vehicle “jerking from left to right several times, almost hitting the curb.”

After the officer stopped the vehicle and spoke with the defendant, he observed that Pissard appeared to be very sleepy and lethargic, and his eyes were bloodshot and droopy. The officer believed the defendant was under the influence of drugs.

Pissard stated he had just given plasma around 6 p.m. When asked about drugs in the vehicle, Pissard responded there was heroin inside and said, “You probably saw all the baggies inside,” according to the complaint.

The defendant admitted he had taken heroin about 30 minutes earlier. After he failed a series of field sobriety tests, Pissard was arrested for his first operating while under the influence offense.

During a search of the vehicle, police located a small clear baggie with “red dice” markings and a gray plastic tube on the driver’s side the officer believed was used to snort or ingest drugs.

Police also found a clear baggie wedged in-between the driver’s seat and center console that contained several small baggies with a powdery-like substance, along with several more baggies under the driver’s seat.

All totaled, police seized 38 baggies, with 33 that contained a powdery-like substance that weighed 9.5 grams and tested positive for heroin and fentanyl.

Court records show that Pissard has a previous felony conviction within the past five years. Along with the cash bond, he currently is in custody on a probation and parole hold.

Pissard, who pleaded not guilty during an arraignment March 14, is due back in Racine County Circuit Court on May 14, for an 8:30 a.m. status conference.
